ABOUT/Purpose and Status
The Automatic Monitoring System (ADS) of foreign citizens’ need for learning the Russian language and getting education in Russian on the basis of Distant Education (DE) Technologies is designed to collect, update and analyze data regarding the corresponding foreign citizens’ needs, the extent to which these needs are met, as well as consumers’ willingness to use DE Technologies and their ability to pay for educational services. It studies how users, employers, specialists and public representatives evaluate the Russian system of DE on the whole as well as its certain educational programs, regards advantages and disadvantages of the Russian system, its problems, and other marketing data critical for the development of the Russian system of DE.
The monitoring is generally based on social surveys held on the Internet. The collected data is subject to on-line statistical processing, the results are automatically posted to the ADS website. The data is also exported for further statistical analysis carried out by experts with a help of external software packages. The results of the analysis are provided in the analytical reports that are periodically published on the ADS website. The monitoring data, results of the on-line statistical processing and analytical reports make up an Analytical InfoWare (AIW), used to conduct marketing researches on educational services or make decisions regarding the Russian system of DE.
The purpose of the ADS Project is to provide the authorities of the Russian educational system and educational institutions with constantly updated marketing information (including analytical data), which serves to boost decision-making on developing the foreigner-oriented system of DE of Russia.
The ADS users are subdivided into 3 categories:
  1. Respondents, who take part in internet surveys (i.e. fill in questionnaires);
  2. Those, who care for monitoring data and problems of the Russian DE system development;
  3. Experts, who carry out analytical analyses of monitoring data and draw analytical reports.
The first two groups don’t need to get authorized to work with the ADS and have equal rights to access to its functions and InfoContents. To access to the functions accessible for those of the third group a user needs to get authorized (you can get an access trough the administration interface).
The advantage of using the ADS consists in the following:
  • The quality and efficiency of decision-making concerning development of the foreigner-oriented educational services and the whole educational system improve;
  • Education authorities and educational institutions work more effectively in the sphere of DE Technologies;
  • The Russian system of open Distant Education receives support;
  • Conditions are created to boost Russian educational services export.
